This 14 page paper is written in a personal capacity by the author who spent years working undercover as well as campaigning for the protection of African elephants. Its purpose is to provide an historical perspective on the failed attempts at controlling ivory trade. It is the author’s opinion that a failure to recognise this history has resulted in disastrous decisions at CITES causing the current elephant disaster.
